On June 26th 2025, the Honorable Ian Wilson, Minister for Agriculture, Livestock, Forestry & Biosecurity (MALFB) launched the MALFB corporate plan 2026-2030.

In his official remarks, Minister Wilson stated that this document is a statement of our collective ambition. “It represents the Ministry’s strategic vision for the next five years, and lays out how we intend to lead the transformation of Vanuatu’s productive sectors in a way that is sustainable, inclusive, resilient, and responsive to the needs of our people.”
Our vision is clear: to develop, manage, and protect the nation’s agriculture, forestry, and livestock resources to enhance the socio-economic opportunities for Ni-Vanuatu.
Our mission is to ensure that these resources are managed sustainably and efficiently, and that they contribute meaningfully to economic growth, food security, and the well-being of our communities.
This Corporate Plan is grounded in that mission. It provides a structured and forward-looking framework to guide policy implementation, program delivery, sector coordination, and institutional strengthening.
The Plan is built around five strategic objectives:
- Improving sustainable agri-production for income generation
- Enhancing Vanuatu’s food security through local production
- Strengthening safety, protection, and quality across all sectors
- Sustainably managing our natural resources
- Building institutional capacity, with a focus on inclusivity
These objectives are supported by four central themes: climate change adaptation, risk reduction, inclusivity, and sustainability—themes that reflect both our national priorities and our shared development commitments under the Sustainable Development Goals and the Vanuatu 2030: People’s Plan.
Our plan is further underpinned by the Ministry’s core values—values such as reliability, teamwork, honesty, professionalism, service delivery, respect, and integrity. These principles guide not only what we do, but how we do it.
This Corporate Plan is aligned with a robust suite of policies and legislation that guide our work across agriculture, livestock, forestry, fisheries, and biosecurity. From the Agriculture Sector Policy 2015–2030 to the Gudfala Kakae Policy and the Organic Policy, our strategic direction is supported by a policy environment that seeks to enhance production, strengthen value chains, improve food and nutrition security, and uphold safety and quality standards.
Our work is also regulated by a comprehensive legal framework, including the Plant Protection Act, the Livestock Management Act, the Forestry Act, and new instruments such as the Industrial Hemp and Medical Cannabis Amendment Act 2024. Together, these policies and laws form the foundation for sectoral growth, innovation, and resilience.
The Ministry is committed to good governance—ensuring transparency, accountability, and evidence-based decision-making in everything we do. We continue to strengthen our collaboration with stakeholders, including farmers, processors, exporters, state-owned enterprises, and non-state actors through public-private partnerships and formal coordination mechanisms.
Our Corporate Services Unit remains the engine room of the Ministry—providing critical support in policy planning, human resource management, ICT, finance, legislation, procurement, and project implementation.
This Plan renews our commitment to the people of Vanuatu—particularly our rural communities, whose livelihoods depend directly on the land, sea, and forest. It calls for us to adopt smart, efficient farming technologies, to strengthen local capacity, and to build a culture of innovation that empowers producers to thrive in both domestic and international markets.
Our service to the public is evolving—we are not just delivering programs; we are transforming systems. We are building a Ministry that is modern, efficient, and ready to face the challenges of the future—whether they be from climate change, market shocks, pandemics, or natural disasters.
