PSC acknowledge Director for Outstanding Leadership in Decentralization

On the occasion of the PSC Day 2025, the Chairman of the Public Service Commission, Martin Mahe, proudly acknowledge and commend Mr. Antoine Ravo, Director of agriculture for his exemplary leadership and unwavering commitment to advancing implementation of its department decentralization priorities across our area councils at all provinces. His proactive engagement in aligning provincial planning with national frameworks, fostering bottom-up approaches, and championing inclusive governance has set a benchmark for public service excellence.

Through his dedication, we have witnessed tangible improvements in devolving human resources and financial resources, planning, reporting, and service delivery at the community level. His role as a catalyst for change has inspired others and strengthened collaboration between provincial and national institutions.

His Leadership role has not only strengthened institutional capacity but also inspired a culture of accountability and collaboration at all levels of government."

The Ministry of Agriculture, Livestock, Forestry and Biosecurity have recently introduced a very successful Budget model that has been utilized by the Department of Agriculture. The Department has consulted with the 71 Area Councils who provide activity proposals tailored to their needs. Agriculture has re-imagined and re-prioritized their budget planning delivery and reporting processes to put decentralization & provincial service delivery as top priorities with staffing and budget, liaison with Area Councils re their perceptions of needs then being backed by devolved budget.

Under his Leadership, he established 61 Multi Skilled Agriculture Extension Officers (AEOs) to meet Area Council needs in 71 Area Councils. Already Agriculture has developed a simple but extremely effective devolved budget model to support service delivery based on the demands of Area Councils. The department of Agriculture has created 23 Activity Codes and 118 Cost Centers with provincial, decentralization outcomes. Utilizing this strategy, Smart Stream can then readily provide tracking up-to-date reporting to meet NSDP targets.

Through his commitment to empowering provincial governance, enhancing service delivery, and fostering inclusive participation, Mr. Antoine Ravo has demonstrated what it means to lead with integrity and purpose. His work has not only strengthened institutional capacity but also inspired a culture of accountability and collaboration at all levels of government.

In recognition of these achievements, Mr. Antoine Ravo was awarded during Public Service Day at Lenakel, Tanna, the “Public Service Decentralization Leadership Award” with one incremental point in his yearly salary, a testament to his role as a true champion of reform and innovation in public administration.

This achievement serves as a powerful reminder of the impact that committed leadership can have in transforming governance and service delivery at the provincial level.
